I think blogger.com is popular. I believe it's associated with Google. com (but I'm not for sure) that's where I started my blog. it's really easy to set it up and it's free, too.
Another little item... depending on what your blog's gonna be about, you may or may not use it, but I like it. sometimes I just run out of things to write about or most importantly, ideas to write about. You can find lots of what's called PLR here: http://plrwholesaler.com/download/clk.php?pid=2&a=38359 --- it's stuff you can use as is or modify and use to post on your blog or whatever and claim it as your own (no copyright issues). This site has tons of different articles (close to 10,000) on lots of different topics that you can download and use. and it's all for free.
