You need to find a topic, niche or something of interest to a lot of people. Then you need to promote your blog on the internet and build up a network of readers and subscribers. If you have truly interesting, unique content then your network should spread and grow. You can network by going to networking sites, blog meetups or camps, using twitter, mybloglog and other social networking apps like facebook etc.
You have to set up a topic, and stick to it. Generate traffic by using Search Engine Optimization (search that on google, theres a ton of great sites explaining it.) Finally, ad Google adsense onto your blog; whenever anyone clicks on one of your ads, you get money! For an example of an ad layout, check out mine: http://nostreffej.blogspot.com/
