How does one start or set up a blog?

I am a novice at interacting with a few blogs. I would like to start a issue specific blog and have no idea how to get started. Your input would be appreciated.

blogger.com is a great way to start.

This may be a little too technical, but it describes how to install blogging software on your web server and configure it.
