How do I create a blog without using blogger?

I want to create a blog type site, but I own the domain and have the hosting. What do I need to do to get the effects of people being able to register and submit things? Or is there a free way but still use it on my domain and hosting?

I hope this makes sense.

You might want to look at Wordpress MU (Multiple user). You can offer free blog account to your user just like blogger.com and wordpress.com

You don't need a blog if you want people to be able to register on your site, or submitting content.

For register thing, there are forms (scripts) that you can find online and implement in your site. And they are free.

And for people submitting content, you should work a little bit more on this...

Blogger offers you to have their blog on your domain, also. Like that, you can create a group of people who would have an access to blog, and would be able to submit content. If that works for you.
