Blogs are great for exactly what you want to do. Wordpress is recommended by all of the big bloggers but it's better if you install Wordpress through your hosting provider.
To do this just buy your domain name, choose a reputable hosting company such as hostgator or godaddy.
After you have pointed your domain to your hosting account, login to your cpanel and click on an icon labeled "fantastico" and then click on Wordpress. From there just follow the instructions they give you to set it up.
Should only take a couple minutes to set up after you purchase a hosting package and that should cost less than $10 a month.
